Customs declarations (CN23)

Sending goods or gifts outside the UK almost always needs a customs declaration. Don’t worry — we’ll help you complete it correctly at the counter.

What goes on the CN23

For Royal Mail international postal items that require customs information, complete a CN23 customs declaration. We can help you check and print it in branch.

Describe exactly what’s inside (e.g. “2 cotton t-shirts”, not “clothes”).
Give the value of each item.
State the reason for export — gift, sale, sample or return.
Sign it — many branches now print the CN23 for you to sign.

We complete it with you

Bring your parcel to the counter and we’ll fill in and print the CN23 while you wait — no need to prepare it in advance.

Full contents, values and weights.
Reason for export and sender/recipient details.
Any commodity (HS) codes if you have them.
We’ll check it’s right before your item is sent.
Good to know: most destinations now require electronic customs data, so accurate details matter. A customs form isn’t needed for items posted from Northern Ireland to the EU. Need a printed form or label? See our Customs forms and label printing pages.

What is a CN23 customs form?
A CN23 is a customs declaration for goods and gifts sent abroad. It describes what’s inside, the value and the reason for export. Many Post Office branches now print the CN23 electronically for you to sign at the counter.
What information do I need for customs?
A clear description of the contents, the value of each item, the total weight, the reason for export (gift, sale, sample or return) and the recipient’s full address. Vague descriptions can cause customs delays.

Yes. Bring your item and the details of what’s inside, and we’ll help complete and print your customs declaration at the counter.
Should I bring my parcel sealed?
Pack it securely, but be ready to describe the contents. We may ask what’s inside so we can complete the customs declaration correctly.
